Managing Director

JOB SUMMARY

ARRO, Powered by ISF, is a mission-critical SaaS platform that streamlines operational efficiency for the National Guard. Our product is designed to handle large-scale deployments, real-time data processing, and secure communication. We’re a growing, innovative team focused on delivering top-tier user experiences, and we’re seeking a dedicated Director of Technology & Security to lead our support function.

The Director of Technology & Security is a strategic and hands-on leader responsible for shaping our engineering and security practices. Reporting to the Managing Director, this individual will oversee our Development and QA teams, guide the hiring of critical technical roles including a Software Architect, and lead our transformation from a project-based to a product-oriented culture. They will implement foundational engineering processes — including SDLC, Agile, CI/CD, and security-by-design — and serve as a collaborative partner in product evolution and technical strategy. This is a senior leadership position ideal for someone excited by the opportunity to shape technology, culture, and process in a growing organization.

DUTIES & RESPONSIBILITIES

Leadership & Oversight

  • Lead and manage the Software Development Manager, QA team, and all direct and indirect reports within the technology organization.
  • Drive hiring for key technical roles, including a Software Architect.
  • Act as a mentor and coach, elevating the technical and leadership capabilities of the team.
Technology Strategy & Execution
  • Define and implement a consistent Software Development Life Cycle (SDLC) across teams.
  • Lead the adoption and execution of Agile development practices, organizing teams to reflect agile values.
  • Introduce and scale best-in-class DevOps practices, including CI/CD pipelines, code quality automation, and infrastructure as code.
  • Partner with Product and Business leadership to align technology strategy with product goals.
Security Leadership
  • Provide strategic leadership to QA and Development teams to ensure high-quality, reliable, and secure product delivery.
  • Build and enforce secure development and deployment practices across all stages of the SDLC.
  • Ensure secure design principles are incorporated into product architecture and development.
  • Collaborate with external auditors or consultants as needed to strengthen compliance and security posture.
Culture & Collaboration
  • Foster a culture of ownership, continuous improvement, and innovation across the technology organization.
  • Proactively identify technical risks and raise critical issues with transparency and solutions-oriented thinking.

EDUCATION & CERTIFICATIONS

  • Bachelor's Degree in a technical field or equivalent work experience is preferred.

KNOWLEDGE & EXPERIENCE

  • Previous experience in a growth-stage company.
  • 5+ years of progressive experience in technology leadership roles, with demonstrated success leading software development teams.
  • Proven track record of managing technical and QA teams in agile environments.
  • Hands-on experience implementing SDLC processes and DevOps practices at scale.

SKILLS & ABILITIES

  • Strong knowledge of modern cloud technologies, CI/CD tools, and security principles.
  • Experience hiring, developing, and scaling high-performing engineering teams.
  • Prior experience transitioning from project-based to product-centric development environments.
  • Excellent communication and leadership skills; able to engage with both technical and non-technical stakeholders.
  • Familiarity with compliance frameworks (e.g., SOC 2, FedRAMP, HIPAA, etc.).
  • Passion for coaching teams and building healthy, sustainable engineering organizations.
