From our work delivering the two largest refurbishment projects (Savannah River nuclear station and North Anna Power Station) in North America to deploying the first grid-scale SMR in the western world. We continue moving forward with a strategic focus on decarbonizing energy systems in support of a net zero future. 

Reporting directly to the Project Director, Federal Compliance, the Federal Contracts Manager is responsible for providing accurate and timely federal compliance advice for AECON, consistent with their education, training, and experience, all in accordance with home company and customer requirements, policies and procedures.

What You'll Do Here:

  • The Federal Contracts Manager has responsibility for all customer and contractor required documents required from opportunity identification to project closeout by providing advice from the pre-bid, estimating, bid-submission, negotiation, contracting, ongoing project reporting including change and delay management, negotiating change orders, initial dispute resolution coordination, litigation support, to ultimately project closeout reporting.
  • Develop and maintain strong relationships with customers, ensuring alignment with project goals and federal regulations. 
  • Draft or amend Departmental contracts and federal agreements into a standardized format
  • Ensure compliance with CAS, FAR, and other federal regulations. 
  • Oversee the selection, negotiation, and management of contractors for federal projects, including issuance of Purchase Orders via SAP
  • Act as the point of contact to Client for contractual matters 
  • Prepare, develop, send and manage timely contractual correspondence and notices in accordance with specific contractual notice timelines
  • Maintain a current log of all issues, change requests and change orders for each contract
  • Provide presentations and workshops, as required by the Supervisor, to the employees with respect to contract administration including, corporate policies, procedures, and guidelines, change and delay management 
  • Contribute to the revision and maintenance of Operating Policies and Procedures
  • Obtain the assistance of the appropriate Aecon Legal/Commercial department, as required
  • Conduct regular site visits to monitor contractor work and ensure adherence to safety and quality standards. 
  • Provide regular reports on contractor performance and project status to senior management. 

What You Bring To The Team:

  • Bachelor’s degree. 
  • Minimum of 5 - 7years of experience in an industrial, engineering, nuclear or construction business, supporting federal government projects. 
  • In-depth knowledge of CAS, FAR, DFARS, DEAR and other federal contracting regulations. 
  • Proven experience in managing large-scale construction projects. 
  • Strong negotiation, communication, and interpersonal skills. 
  • Ability to work effectively in a fast-paced, deadline-driven environment. 
  • Proficiency in project management software and tools. 
  • Strong analytical and problem-solving skills. 
  • Previous experience working with the DoD, DoE, or TVA is an asset.
  • Certification in Project Management (PMP) or related certifications is an asset.
  • Familiarity with sustainable construction practices and LEED certification
